What is Class 1 Animal Handler Registration—Why It's Required for Breeders
In Japan, if you conduct sales, breeding, training, or exhibition of dogs (or cats, etc.) as a business, registration for "Class 1 Animal Handler" based on the Animal Protection and Management Law (APML) is mandatory. Conducting sales operations without registration is illegal and subjects you to fines of up to 1 million yen, business suspension, and registration revocation.
With the 2021 amendments, regulations were further strengthened, including mandatory in-person sales and physical inspection requirements, mandatory microchip implantation and registration, restrictions on breeding frequency and numbers, and enhanced environmental standards for breeding facilities—significantly changing the business environment for breeders.
Correctly understanding and properly complying with this registration system not only avoids legal risks but also builds trust with purchasers.
Types of Class 1 Animal Handler Registration
Class 1 Animal Handler registration is divided into the following categories based on the type of business. Breeders typically need either "Sales Business" or "Breeding Business (when only breeding is conducted)".

For typical breeders who breed and sell dogs, registration as a "Sales Business" is the standard. In cases where breeding is conducted but sales are outsourced to others, registration as "Breeding Business" alone may be sufficient (though interpretation varies by prefecture, so verification is necessary).
Registration Application Site and Procedure Flow
Application Site
The relevant department of the prefecture (or designated city/core city) that has jurisdiction over the location of your business facility (such as an animal welfare center or environmental bureau).
Application Steps
Step 1: Pre-consultation
First, conduct a pre-consultation with the relevant prefectural office. Communicate details about your facility equipment, number of animals to be kept, business operations, etc., and confirm whether you meet the requirements. You can begin with pre-consultation even if your facility is not yet complete.
Step 2: Preparation of Required Documents
Required documents vary slightly by prefecture, but generally include:
- Class 1 Animal Handler Registration Application Form
- Facility layout drawings (floor plans)
- Documents describing animal keeping and storage methods
- Applicant's resident registration (or corporate registration certificate for businesses)
- Documents certifying the credentials of the designated animal handler
- Facility photographs (interior/exterior views, cages, water dispensers, temperature control equipment, etc.)
Step 3: Confirm Requirements for Animal Handler
Each facility must designate an "Animal Handler" (responsible officer). To become an Animal Handler, you must meet at least one of the following requirements (post-2021 amendment):
- Hold a veterinary license
- Hold a companion animal nurse license
- Have 6+ months of practical experience AND completion of a "Knowledge and Skills Seminar on Animal Handler Operations" (hosted by the prefecture)
- Graduate from an animal-related vocational school or university AND have 6+ months of practical experience
The 2021 amendments tightened credential requirements, and the previous "no credentials + 6 months practical experience" option has been eliminated.
Step 4: On-site Inspection of Facility
After application, assigned staff will conduct an on-site inspection of your facility. They will verify that breeding equipment, temperature control, ventilation, lighting, cleanliness, and other aspects meet the standards.
Step 5: Issuance of Registration Certificate
Once you pass the review, a registration certificate will be issued. Registration requires renewal every 5 years.
Facility Standards and Animal Care Management Requirements
The 2021 amendment also clarified facility standards. The main points are as follows:
Cages and Housing Space
Minimum space requirements are specified based on the dog's size (approximately 2 times body length in floor area as a guideline). Cages must be made of easy-to-clean materials such as metal or plastic, with a structure that allows proper handling of waste.
Temperature, Ventilation, and Lighting
Temperature control via air conditioning (approximately 16–28°C), proper ventilation, and natural or artificial lighting are required.
Breeding Number and Frequency Limits
A single female dog may produce litters no more than 6 times in her lifetime, and only until age 6 (though extension to age 7 requires a health examination). The number of breeding animals per facility must also be reported and managed.
Record Keeping
You are obligated to create and maintain records of birth, death, sales, and transfer for each individual animal. These records will be requested during regulatory inspections.
Post-Registration Notifications, Renewals, and Change Procedures
Renewal
Registration is valid for 5 years. You must submit a renewal application between 90 and 30 days before expiration. Failure to renew will result in registration expiration and loss of legal authority to continue operations.
Change Notification
If any registered information changes (name, address, facility location, business type, or designated animal handler), you must submit a change notification within 30 days of the change. Report relocations or handler changes promptly.
Closure Notice
If you cease operations, a closure notice must be submitted within 30 days of closure.
Risks of Non-Compliance
If you conduct sales without Class 1 Animal Handler registration, or conduct operations not permitted by your registration, you are subject to the following penalties under the Animal Protection and Management Law:
- Fines of up to 1 million yen
- Business suspension orders or registration revocation
Additionally, violations of facility standards, incomplete record-keeping, and refusal of regulatory inspections can result in administrative penalties. For online sales, the obligation for physical inspection and in-person explanation (Amended APML Article 56) also applies, so you should prepare in advance for how to handle remote purchasers.
What to Do After Obtaining Registration
Once your registration certificate is issued, proceed with the following:
Display of Registration Information
You are obligated to display your registration certificate at your facility and on your website. The registration information must include your registration number, name, business type, and validity period. If you operate an online shop, you must also display your registration number on the site.
Microchip Registration
Implanting microchips in puppies for sale and registering them in the Ministry of the Environment database (AIPO) has been mandatory for breeders and pet shops since June 2022. Implantation is performed by a veterinary clinic, and registration is completed online or in writing.
Maintenance of Individual Sale Records
Establish a record ledger documenting seller and buyer information, individual identification information (microchip number, pedigree number), and sale dates. These records will be verified during regulatory inspections.
